FROM 10 JULY 2026, DECISIONS ON TEMPORARY EXIT SUSPENSION SHALL BE ISSUED PRIMARILY THROUGH ELECTRONIC MEANS

I. Legal basis

II. Temporary exit suspension procedures to be conducted through electronic means from 10 July 2026

Pursuant to Clause 1, Article 2 of Circular No. 71/2026/TT-BCA, decisions and requests for temporary exit suspension or denial of entry, as well as any supplementation, extension, revocation, or lifting of such decisions, shall be transmitted by the competent authorities or competent persons to the Immigration Department through electronic data exchange via connection to the Immigration Management Information System.

Pursuant to Clause 2, Article 2 of Circular No. 71/2026/TT-BCA, only where electronic data exchange cannot be carried out may the transmission be effected by direct delivery, official dispatch, or express courier service. In such cases, the original documents must be used, containing all information required under the prescribed forms, and must comply with applicable information and document security requirements.

Accordingly, from 10 July 2026, decisions on temporary exit suspension shall primarily be processed through electronic means.

III. Regulations on the verification and processing of information relating to temporary exit suspension and denial of entry (2026)

Pursuant to Article 5 of Circular No. 71/2026/TT-BCA, the verification and processing of information relating to temporary exit suspension and denial of entry shall be conducted as follows:

  • With respect to decisions on temporary exit suspension and denial of entry:
    • Upon receipt of a decision on temporary exit suspension or denial of entry, the Immigration Department shall verify the relevant immigration records. Where the individual concerned has already departed from or entered Vietnam, the Immigration Department shall notify the competent authority or competent person that issued such a decision using Form M05.
    • Where the individual concerned has not yet departed from or entered Vietnam, the Immigration Department shall, on the same day it receives the decision, update the relevant information in the immigration management system and notify the immigration control units and relevant authorities.
  • With respect to decisions on the extension, revocation, or lifting of temporary exit suspension, and the lifting of denial of entry:
    • On the same day the decision is received, the Immigration Department shall update the relevant information in the immigration management system and notify the immigration control units and relevant authorities.
  • With respect to a written request for the Minister of Public Security to issue a Decision on Temporary Exit Suspension:
    • Within no more than 02 working days, the Director of the Immigration Department shall report the matter to the Minister of Public Security for consideration and decision.
    • Within 24 hours from the receipt of the Decision on Temporary Exit Suspension issued by the Minister of Public Security, the Immigration Department shall update the relevant information in the immigration management system and notify the immigration control units and relevant authorities.
  • Where the immigration control unit identifies a person who is subject to a Decision on Temporary Exit Suspension or Denial of Entry, it shall immediately notify the Immigration Department of the implementation results to ensure unified management, and notify the authority or competent person that issued such decision for coordinated handling (where requested).
