FROM 1 JULY 2026, NINE ADMINISTRATIVE PROCEDURES IN THE FIELDS OF ACCOUNTING AND AUDITING WILL BE ABOLISHED

I. Legal basis

  • Decision No. 1293/QĐ-BTC

Pursuant to Decision No. 1293/QĐ-BTC issued by the Ministry of Finance, effective from 1 July 2026, a number of administrative procedures in the fields of accounting and auditing will be officially abolished in order to simplify administrative processes and facilitate the activities of organizations and individuals operating in these fields.

II. 09 accounting and auditing administrative procedures to be abolished from 1 July 2026

The Ministry of Finance has decided to abolish the following nine administrative procedures in the fields of accounting and auditing, effective from 1 July 2026:

  • Procedure for the initial issuance of a Certificate of registration for the practice of accounting services.
  • Procedure for the registration for the issuance of a Certificate of registration for the practice of accounting services upon the expiry of the Certificate, upon a change in the accountant’s employer or registered place of practice, or upon a change in the name of the accounting service firm with which the practising accountant is registered.
  • Procedure for the issuance of a Certificate of registration for the practice of accounting services following the revocation of the practising accountant’s Certificate of registration for the practice of accounting services.
  • Procedure for the re-issuance of a Certificate of registration for the practice of accounting services.
  • Procedure for the initial issuance of a Certificate of eligibility to provide accounting services to an accounting service enterprise in Vietnam.
  • Procedure for the issuance of a Certificate of eligibility to provide accounting services to a branch of a foreign accounting service enterprise in Vietnam.
  • Procedure for the re-issuance of a Certificate of eligibility to provide accounting services.
  • Procedure for the issuance of a Certificate of eligibility to provide cross-border accounting services in Vietnam for a foreign accounting service enterprise.
  • Procedure for the initial registration for the Certified public accountant examination.

Most of the administrative procedures abolished in the fields of accounting and auditing relate to accounting services. The abolition of the above nine administrative procedures is intended to implement the Government’s policy on reducing and simplifying administrative procedures pursuant to Government Resolution No. 66.18/2026/NQ-CP dated 18 May 2026 on decentralization, and the reduction and simplification of administrative procedures and business conditions.

III. Cases where the provision of accounting services is prohibited

Pursuant to Article 68 of the 2015 Law on Accounting, an accounting service enterprise or an accounting service household business shall not provide accounting services to another accounting entity where the person responsible for the management or administration of the accounting service enterprise, the representative of the accounting service household business, or the individual directly providing accounting services on behalf of such enterprise or household business falls into any of the following circumstances:

  • Is the biological father, biological mother, adoptive father, adoptive mother, spouse, biological child, adopted child, or sibling of the person responsible for the management or administration, or the chief accountant of the accounting entity, except where the accounting entity is a sole proprietorship, a single-member limited liability company wholly owned by an individual, or in other cases as prescribed by the Government;
  • Has an economic or financial relationship with such accounting entity;

Does not possess the requisite professional competence or does not satisfy the conditions for providing accounting services;

  • Is providing chief accountant services to a client that is an organization having an economic or financial relationship with such accounting entity;
  • The accounting entity requires the performance of work that is inconsistent with the rules of professional ethics or does not comply with the professional standards and requirements applicable to accounting and finance;
  • Other cases as prescribed by law.

IV. Conclusion

The abolition of nine administrative procedures in the fields of accounting and auditing, effective from 1 July 2026, marks an important step forward in the Government’s ongoing efforts to reform administrative procedures and modernize public administration. This policy not only enables enterprises, organizations, and accounting professionals to reduce the time and costs associated with legal compliance and administrative formalities, but also allows them to allocate greater resources to their core professional activities and business development. At the same time, the streamlining of administrative procedures is expected to enhance the effectiveness of state administration by strengthening post-compliance supervision, promoting the adoption of digital technologies, and fostering a more transparent and business-friendly regulatory environment. To adapt to these regulatory changes, enterprises should proactively review and update their internal procedures, promptly ensure compliance with newly enacted legal requirements, and increase investment in digital governance solutions to ensure that their accounting and auditing activities are conducted efficiently, in full compliance with applicable laws, and in line with the ongoing digital transformation trend.
