II. Starting September 1, 2026, social insurance numbers will be converted to personal identification numbers

Effective September 1, 2026, the social insurance sector will begin converting its systems to use personal identification numbers/Citizen ID numbers in place of social insurance numbers across its business applications. This is the next step in the process of synchronizing social insurance data with the National Population Database.

The conversion will be carried out in accordance with Implementation Plan No. 3115/KH-BHXH dated August 13, 2026, issued by Vietnam Social Security. The process will be implemented according to a phased roadmap and consistently across the social insurance sector’s business information systems.

Starting September 1, 2026, social insurance numbers will begin to be converted to personal identification numbers.

Employees, social insurance participants, and businesses should note one important point: September 1, 2026 is not the date on which personal identification numbers will first be used in place of social insurance numbers. Previously, Vietnam Social Security had already introduced the policy of using personal identification numbers/Citizen ID numbers in place of social insurance numbers from 2025. The transition phase beginning in September 2026 is the conversion of business applications to ensure consistent use of the new identification numbers across the sector.

III. What should employees do before the conversion?

• Before the official transition to the use of personal identification numbers/Citizen ID numbers for social insurance administration, employees should proactively check and review their information on the VssID – Digital Social Security application. VssID provides functions for checking social insurance (SI), health insurance (HI), and unemployment insurance (UI) information, and also enables participants to monitor their participation history and related information. Employees should check basic information such as their full name, date of birth, personal identification number/Citizen ID number, social insurance participation history, and health and unemployment insurance information. If any information is found to be inaccurate, employees should contact the social insurance authority for guidance on making the necessary corrections or additions in accordance with regulations.
• In addition, employees should check whether their Citizen ID number or personal identification number has been properly updated and linked to their social insurance records. If the information does not match or has not yet been updated, employees may encounter difficulties when checking their records or completing certain procedures related to social insurance, health insurance, and unemployment insurance. Therefore, reviewing the information before the system officially transitions is necessary to minimize errors and ensure participants’ rights and benefits.
• In particular, employees do not need to independently register for a new social insurance number simply because the social insurance authority is transitioning to the use of personal identification numbers/Citizen ID numbers for administrative purposes. The conversion is intended to change the identification information used to manage participants and does not mean that employees are required to obtain a new social insurance number or that a new period of social insurance participation will arise.

IV. Conclusion

Under Implementation Plan No. 3115/KH-BHXH dated August 13, 2026, effective September 1, 2026, Vietnam Social Security will standardize and convert the information used to manage social insurance participants. Personal identification numbers/Citizen ID numbers will be used in place of social insurance numbers and other management codes on the sector’s business applications. This is one of the steps toward strengthening the connection and synchronization of social insurance data with the National Population Database.

However, it is important to clearly distinguish that September 1, 2026 is not the date on which personal identification numbers will first begin to be used in place of social insurance numbers. The use and integration of personal identification/Citizen ID information in social insurance administration has already been implemented since 2025. The September 2026 milestone marks the continuation of the conversion process and the standardization of the use of such identification information across the sector’s business applications in accordance with Vietnam Social Security’s plan.
