II. Officially prohibits the use of AI to impersonate or generate fake images and voices of other individuals on the internet

Pursuant to point g, clause 2, Article 7 of the Law on Cybersecurity 2025, the following acts are strictly prohibited in cyberspace:

• Using artificial intelligence or other emerging technologies to fabricate or impersonate videos, images, or voices of other individuals in contravention of the law;
• Creating, posting, or disseminating information as prescribed in clause 1, Article 7 of the Law on Cybersecurity 2025, including:
  • Propaganda against the Socialist Republic of Viet Nam, including: disseminating distortions or defamation of the people’s government; psychological warfare; incitement of aggressive war; fostering division and hatred among ethnic groups, religions, and peoples of other countries; and insulting the nation, national flag, national emblem, national anthem, as well as great figures, leaders, national celebrities, and national heroes;
  • Distortion of history; denial of revolutionary achievements; undermining the great national unity bloc; insulting religions; and discrimination based on gender or race.
  • Fabrication, defamation, dissemination of false or misleading information, infringement upon the dignity, honor, or reputation of other individuals, or causing damage to the lawful rights and interests of other agencies, organizations, or individuals.
  • False information that causes public confusion, causes damage to socio-economic activities, obstructs the normal functioning of state agencies or persons performing public duties, or infringes upon the lawful rights and interests of other agencies, organizations, or individuals; Fabricated or false information regarding products, goods, currency, bonds, treasury bills, public debt instruments, cheques, and other valuable papers; Fabricated or false information in the fields of finance, banking, e-commerce, multi-level marketing business, and securities.

III. Cybersecurity protection measures effective from July 1, 2026

Pursuant to Article 5 of the Law on Cybersecurity 2025 (Law No. 116/2025/QH15), effective from July 1, 2026, cybersecurity protection measures are specified in a more detailed, comprehensive, and synchronized manner compared to the previous law. Such measures are aimed at proactively preventing, detecting, blocking, addressing, and combating acts that infringe upon cybersecurity, thereby safeguarding national security, social order and safety, as well as the lawful rights and interests of agencies, organizations, and individuals in cyberspace.

Cybersecurity protection measures include:

• Cybersecurity appraisal;
• Assessment of cybersecurity conditions;
• Cybersecurity inspection;
• Cybersecurity monitoring;
• Response to and remediation of cybersecurity incidents;
• Measures to combat and protect cybersecurity;
• Use of cryptographic methods to protect network information;
• Employ technical solutions to safeguard network information security, data security, and information systems; and to prevent the dissemination of information in violation of the law;
• Block, request the suspension or termination of the provision of network information; and suspend or temporarily suspend activities related to the establishment, provision, and use of telecommunications networks, the Internet, and the manufacture and use of radio transmission and transceiver equipment in accordance with the law;
• Request the removal of, or access for the purpose of removing, unlawful information or false information and fake news in cyberspace that infringe upon national security, social order and safety, or the lawful rights and interests of agencies, organizations, or individuals;
• Collect electronic data related to activities that infringe upon national security, social order and safety, or the lawful rights and interests of agencies, organizations, or individuals in cyberspace;
• Block or restrict the operation of information systems; suspend, temporarily suspend, or request the cessation of operation of information systems; and revoke domain names in accordance with the law;
• Initiate criminal proceedings, conduct investigations, prosecute, and adjudicate in accordance with the Criminal Procedure Code;
• Other measures as prescribed by the laws on national security and the laws on handling administrative violations.
