II. Objectives Set Out in the Plan to Enhance the Quality and Effectiveness of Online Public Services

According to Decision No. 1146/QĐ-TCT dated August 15, 2024, issued by the General Department of Taxation, the following objectives have been established:

Review and Reduce Regulations: Continue to review and propose options for reducing and simplifying regulations related to business activities. Eliminate unnecessary and outdated regulations, ensuring that by 2025, at least 20% of regulations are reduced or simplified and at least 20% of compliance costs related to business activities in the currently effective documents, as of May 31, 2020, are cut, in accordance with the requirements set forth in Resolution No. 68/NQ-CP dated May 12, 2020, by the Government.

Electronic Authentication: 100% of transactions on the Public Service Portal, the Ministry of Finance’s Electronic Single Window Information System, and the General Department of Taxation’s electronic portal must be electronically authenticated, except for services that legally require physical presence.

Integration of Online Public Services: Departments, Units, and Divisions under the General Department of Taxation are required to complete the integration of online public services within their management scope onto the Public Service Portal and the Ministry of Finance’s Electronic Single Window Information System.

Information System Connectivity: The General Department of Taxation’s electronic portal must connect and share data with the Ministry of Finance’s Electronic Single Window Information System and the National Public Service Portal.

Full Online Public Services: 100% of administrative procedures that meet legal requirements must be provided as full online public services. 100% of full online public services that meet connectivity criteria must be integrated into the Public Service Portal and the Ministry of Finance’s Electronic Single Window Information System. Additionally, 100% of full online public services that are eligible for connection and pertain to multiple citizens and businesses must be integrated into the National Public Service Portal.

Online Application Processing: A minimum of 80% of administrative procedure applications must be processed entirely online. The information systems of the General Department of Taxation that relate to citizens and businesses must be operational, connected, and integrated through a data-sharing platform. The information of citizens and businesses must be digitized and stored in national databases without needing to be provided again.

Effective Implementation of the One-Stop Mechanism: Continue to implement Decision No. 1652/QĐ-TCT and related decisions to enhance service quality and meet administrative reform requirements.

Satisfaction Level: At least 90% of citizens and businesses must be satisfied with the resolution of administrative procedures by the General Department of Taxation.

Use of Online Public Services: 100% of officials, civil servants, and employees must use online public services and promote and guide their relatives to use these services.
