II. In what cases will VNeID automatically lock an electronic identification account from September 28, 2026?

From September 28, 2026, the amended provisions on locking and unlocking electronic identification accounts under Decree No. 320/2026/NĐ-CP will officially take effect.

Pursuant to Clause 1, Article 8 of Decree No. 320/2026/NĐ-CP, which amends and supplements Clause 1, Article 15 of Decree No. 69/2024/NĐ-CP, from september 28, 2026, the electronic identification and authentication system will automatically lock or unlock the electronic identification account of a Vietnamese citizen in the following two cases:

• Electronic identity is locked or unlocked: The electronic identification and authentication system will automatically lock or unlock the citizen’s electronic identification account when the citizen’s electronic identity is locked or unlocked.
• The mobile subscriber number registered for the account is not registered under the account holder’s name: The electronic identification and authentication system will automatically lock the citizen’s electronic identification account when the mobile subscriber number used by the citizen to register the electronic identification account has been changed and is no longer registered under the citizen’s name.

Under the current regulations, Clause 1, Article 15 of Decree No. 69/2024/NĐ-CP provides that the electronic identification and authentication system will automatically lock or unlock a citizen’s electronic identification account when the citizen’s electronic identity is locked or unlocked, or when the Citizen Identity Card or Identity Card expires.

Accordingly, from september 28, 2026, Decree No. 320/2026/NĐ-CP removes the ground for automatically locking an electronic identification account due to the expiration of a Citizen Identity Card or Identity Card.
