II. Amendment of the list of goods and services priced by the State

Pursuant to Clause 2, Article 1 of the Amended Price Law 2025, which amends in detail the authority and methods of pricing for various types of services in Appendix 02 of the Price Law 2023, as follows:

• Regular domestic air passenger transport services in the basic economy class are subject to maximum pricing set by the Ministry of Construction.
• Charter of official private jets or dedicated cabins (taking into account standby aircraft) using the state budget is subject to maximum pricing set by the Ministry of Finance and specific pricing determined by the Ministry of Construction.
• Aircraft parking rental services; passenger check-in counter rental services; baggage conveyor rental services; passenger boarding bridge rental services; comprehensive ground commercial technical services at airports; automatic outbound baggage sorting services; aviation refueling services; services using the underground refueling infrastructure system at airports;concession for the operation of services at airports, including the following concessioned services: passenger terminals; cargo terminals and warehouses; ground commercial technical services; maintenance and repair of aircraft vehicles and equipment; provision of in-flight catering services; supply of aviation fuel; maintenance of aircraft, aircraft engines, aircraft propellers, and aircraft equipment in Vietnam, with pricing frameworks determined by the Ministry of Construction.
• Aircraft take-off and landing services; arrival and departure air traffic control services; overflight control services in flight information regions managed by Vietnam; passenger services at airports, with specific pricing determined by the Ministry of Construction.
• Inspection services, including exemption from the first inspection for motor vehicles and specialized motorbikes, with maximum pricing determined by the Ministry of Construction.
• Technical inspection services for machinery, equipment, materials, and substances with strict occupational safety requirements, with pricing frameworks determined by the relevant ministries and sectors in accordance with the laws on occupational safety and hygiene within their respective management scope.
• Technical safety inspection services for electrical equipment and devices, with pricing frameworks determined by the Ministry of Industry and Trade.

Addition of new services to the pricing list:

• Services utilizing infrastructure in industrial zones, economic zones, high-tech zones, etc., funded by the state budget, with specific pricing determined by the provincial People’s Committee.
• Non-litigation expert appraisal services (forensic, criminal technical expertise, etc.), with maximum pricing determined by the competent ministries.

III. Contents to be repealed

Pursuant to Clause 4, Article 1 of the Amended Price Law 2025, the following provisions are repealed:

• Repeal of Clause 13, Article 14 concerning: “Performing the functions of specialized price inspection and price appraisal in accordance with the laws on inspection” of the Ministry of Finance.
• Repeal of the requirement that a representative of a capital-contributing organization must hold a registered price appraiser certificate for practice at the enterprise (as provided in Point b, Clause 1, Article 49 of the Price Law 2023).
