PROPOSED INCREASE OF THE SOCIAL PENSION BENEFIT STANDARD TO VND 600,000 FROM 1 JULY 2026

Draft Decree amending and supplementing a number of articles of Decree No. 20/2021/ND-CP on social assistance policies for social protection beneficiaries, as amended and supplemented by Decree No. 76/2024/ND-CP.
It is anticipated that, effective from 1 July 2026, the Government will temporarily adjust the statutory base salary upward by approximately 8%. This adjustment will be accompanied by corresponding increases in pensions and preferential allowances for persons with meritorious services to the nation, as well as, in particular, an increase in the standard social assistance benchmark to help ensure an adequate standard of living for vulnerable groups.
Accordingly, the Ministry of Health has proposed that the Government consider and decide on the following policy option: increasing the standard social assistance benchmark and the social pension benefit from VND 500,000 per month to VND 600,000 per month (representing a 20% increase), with the proposed implementation date being 1 July 2026.
The benchmark of VND 600,000 per month would significantly improve the level of support relative to the national poverty line, reaching 27.3% of the rural poverty threshold and 21.4% of the urban poverty threshold. This policy option gives concrete effect to the constitutional principle of the right to social security, enabling beneficiaries to better meet their essential living needs while contributing to narrowing disparities among different social welfare policy groups.
Accordingly, if this draft proposal is approved, the social pension benefit will be increased to VND 600,000 per month, effective from 1 July 2026.
The beneficiaries and eligibility conditions for the social pension benefit are prescribed in Article 21 of the Law on Social Insurance, as follows:
- A Vietnamese citizen shall be entitled to the social pension benefit upon satisfying all of the following conditions:
- Being 75 years of age or older;
- Not receiving a monthly pension or monthly social insurance allowance; or receiving a monthly pension or monthly social insurance allowance at a level lower than the social pension benefit prescribed under this Decree;
- Having submitted an application for the social pension benefit.
- Vietnamese citizens who are at least 70 years of age but under 75 years of age, belonging to poor households or near-poor households as prescribed by the Government, and satisfying the conditions specified in Points b and c, Clause 1 of this Article.
Accordingly, a person who is at least 75 years of age shall, in order to be eligible for the social pension benefit, satisfy the following additional conditions:
- Not receiving a monthly pension or monthly social insurance allowance; or receiving a monthly pension or monthly social insurance allowance at an amount lower than the social pension benefit prescribed in Decree No. 176/2025/ND-CP;
- Submitting a written application for the social pension benefit.
