II. New regulations on the prevention and combat of child abuse on cyberspace

Pursuant to Article 16 of the Law on Cybersecurity 2025 (Law No. 116/2025/QH15), the prevention and combat of child abuse in cyberspace are provided as follows:

• Rights of children in cyberspace: Children have the right to access information; participate in social activities; engage in play and entertainment; have their personal secrets and private life protected; and enjoy other rights in cyberspace.
• Responsibilities of parents and guardians

When children use value-added services in cyberspace, their parents or guardians must:

• Register accounts using the information of the parent or guardian;
• Parents shall be responsible for supervising and managing the content accessed, posted, and shared by children on such service platforms.

In addition, Clause 3, Article 16 of the Law on Cybersecurity 2025 (Law No. 116/2025/QH15) also provides for the responsibilities of enterprises and operators of information systems as follows:

• Enterprises providing services on telecommunications networks, the Internet, and value-added services shall have the following responsibilities:
  • Content control: Ensure that information on the system does not cause harm to or infringe upon children;
  • Prevention and removal of harmful content: Remove information containing content that harms or infringes upon children’s rights;
  • Deployment of supporting technical systems: Establish technical systems to prevent content that harms children;
  • Coordination in preventing the dissemination of harmful content: Cooperate with competent authorities, organizations, and enterprises to prevent sources disseminating harmful information;
  • Notification and coordination in handling: Promptly notify and coordinate with the cybersecurity force under the Ministry of Public Security for handling.
