– Step 1: The enterprise applying for a license for domestic travel service business shall submit the dossier to the Department of Tourism where the enterprise is headquartered;

– Step 2: Within 10 days after receiving a valid dossier, the Department of Tourism shall evaluate and issue a domestic travel service business license to the enterprise; In case of refusal, a written notice must be clearly provided, clearly stating the reason.

1) Application for issuance of Domestic Travel Service Business License (Form No. 04 in Appendix II issued with Circular No. 06/2017/TT-BVHTTDL);

2) Certified copy of the enterprise registration certificate;

3) Certificate of escrow service business travel;

4) Certified copy of appointment decision or employment contract between the travel service business enterprise and the person in charge of travel service business;

5) Certified copy of the diploma of intermediate degree or above in tourism, of the person in charge of travel service business; or a certified copy of the secondary school diploma or higher of another specialty and a certified copy of the domestic tourism operation certificate. Diplomas granted by foreign training institutions must be recognized according to the regulations of the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs.

– Number of files: 01 (set).

1) Being an enterprise established in accordance with the law on enterprises;

2) Depositing business of domestic travel services at a commercial bank, cooperative bank or foreign bank branch established and operating in Vietnam: VND 100,000,000 (one hundred million) VND;

3) The person in charge of business of travel services must have graduated from an intermediate or higher degree in tourism; In case of graduating from intermediate vocational school or another major, a certificate of operation in domestic tourism operation is required.

– The person in charge of business of travel services is the person holding one of the following titles: Chairman of the Board of Directors; chairman of the members’ council; company president; private business owners; general manager; director or deputy director; head of travel service business.

– Specialization in travel includes one of the following specialties:

• Administration of tourism and travel services;
• Travel management;
• Tour operator;
• Tourism marketing;
• Tourism;
• Travel tours;
• Tourism management and business.

– Agency competent to decide: Vietnam National Administration of Tourism.

– Agencies directly implementing administrative procedure: Travel Department, Vietnam National Administration of Tourism.

– An enterprise applying for an international travel service business license shall submit an application to the Vietnam National Administration of Tourism;

– Within 10 days after receiving a valid dossier, the Vietnam National Administration of Tourism shall evaluate and issue an international travel service business license to the enterprise and notify the Department of Tourism/ the Department of Culture and Sports. Sport and Tourism where the enterprise is headquartered; In case of refusal, a written notice must be clearly provided, clearly stating the reason.

Directly or online via the Ministry of Culture, Sports and Tourism’s public service portal or via the Ministry of Culture, Sports and Tourism (via the Vietnam National Administration of Tourism).

1) An application for an international travel service business license (Form No. 04 in Appendix II issued with Circular No. 06/2017/TT-BVHTTDL);

2) Certified copy of the Enterprise Registration Certificate or Investment Registration Certificate issued by a competent state authority;

3) Certificate of escrow business international travel services;

4) Certified copy of college diploma or higher degree in tourism of the person in charge of business of travel services; or a certified copy of the university diploma or higher of another major and a certified copy of the international tour operator’s certificate Diplomas granted by foreign training institutions must be recognized according to the regulations of the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs.

5) Certified copy of appointment decision or labor contract between the travel service business enterprise and the person in charge of travel service business.

– Number of files: 01 (set).

1) Being an enterprise established in accordance with the law on enterprises;

2) Depositing business of international travel services at commercial banks, cooperative banks or foreign bank branches established and operating in Vietnam:

– Business travel services for international tourists to Vietnam: 250,000,000 (two hundred and fifty million) dong;

– Business travel services for tourists abroad: 500,000,000 (five hundred million) VND;

– Business travel services for international tourists to Vietnam and tourists abroad: 500,000,000 (five hundred million) VND.

3) The person in charge of business of travel services must have graduated from college or higher in tourism; In the case of a college graduate or another major, an international tourism executive certificate is required.

– The person in charge of business of travel services is the person holding one of the following titles: Chairman of the Board of Directors; chairman of the members’ council; company president; private business owners; general manager; director or deputy director; head of travel service business.

– Specialization in travel includes one of the following specialties:

• Administration of tourism and travel services;
• Travel management;
• Tour operator;
• Tourism marketing;
• Tourism;
• Travel tours;
• Tourism management and business.
