On October 23, 2024, the Government Inspectorate issued Official Dispatch 2220/TTCP-KHTH to direct the development and promulgation of the Government Inspectorate’s 2025 inspection plan, and at the same time, issued a document guiding ministries, ministerial-level agencies, government agencies, and People’s Committees of provinces and centrally run cities to develop and promulgate the 2025 inspection plan, ensuring timeliness, effectiveness, and feasibility.

I. Orientation of the 2025 inspection of 22 ministries, ministerial-level agencies, and government agencies

1. Ministry of Planning and Investment: Inspecting compliance with the law on public investment, bidding, PPP, supervising economic recovery programs, national projects, public procurement, anti-corruption, and negativity.
2. Ministry of Industry and Trade: Inspects the fields of petroleum, gas, food safety, electricity, consumer protection, competition, electrical safety, hydropower, minerals, e-commerce, chemicals.
3. Ministry of Natural Resources and Environment: Inspects laws on natural resources, environment, land, minerals, water, surveying, sea, meteorology at organizations and authorities, along with surprise inspections.
4. Ministry of Transport: Inspects law enforcement in automobile, railway, inland waterway, aviation, seaport transport; inspects traffic safety, infrastructure maintenance, vehicle inspection, and construction investment, especially highways.
5. Ministry of Agriculture and Rural Development: Inspects specialized topics, compliance with specialized laws and at localities.
6. Ministry of Construction: Specialized inspection of construction, urban areas, real estate, cement factories, and surprise inspections upon request to resolve complaints, denunciations, and violations of the law.
7. Ministry of Finance: Inspection of budget, public assets, construction investment; General Department of Taxation and Customs inspects enterprises with tax risks; State Treasury inspects budget expenditures; General Department of Reserves inspects national reserve goods. The fields of securities, insurance, accounting, prices, public assets, and taxes on agricultural products are also inspected.
8. State Bank: Inspection of credit institutions related to credit risks, anti-money laundering, bad debt handling, and compliance with the law on digital banking and bonds. Also inspects the Vietnam Development Bank and payment intermediary services.
9. Ministry of Labor, War Invalids and Social Affairs: Inspection of labor, social insurance, labor safety, social policies such as meritorious people, children’s rights, and vocational education.
10. Ministry of Information and Communications: Inspects press, publication distribution, online advertising, postal and telecommunications services (junk SIMs, spam messages), and information security.
11. Ministry of Culture, Sports and Tourism: Inspects the fields of culture, family, tourism and sports, ensuring compliance with laws on festivals, cultural heritage, advertising, tourism and sports organization.
12. Ministry of Health: Inspects preventive medicine, vaccination, quarantine, pharmaceuticals, health insurance; Department of Population monitors health care and fertility, Department of Food Safety checks food safety.
13. Ministry of Education and Training: Inspects the implementation of the 2018 General Education Program, enrollment, quality management of higher education, and addresses social issues in education.
14. Ministry of Science and Technology: Inspects compliance with regulations on intellectual property, product quality, radiation safety, and science and technology management.
15. Ministry of Home Affairs: Inspects regulations on recruitment, appointment of civil servants and public employees, emulation, rewards, and supervision of beliefs and religions, as well as the digitization and management of archives.
16. Ministry of Justice: Inspects the fields of judicial records, notarization, property auctions, and bailiffs, especially in corruption cases, civil enforcement, and anti-corruption. Unscheduled inspections upon request of the Minister or when violations of the law are discovered.
17. Ministry of Foreign Affairs: Inspects matters related to international agreements, organizing foreign delegations, receiving international guests, managing international conferences and seminars, and consular work.
18. Ethnic Committee: Inspect the implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period.
19. Ministry of Public Security: Inspect regulations related to the protection of state secrets, cyber security, drug prevention, human trafficking, entry, exit, residence of foreigners, and counter-terrorism.
20. Ministry of National Defense: Inspect the leadership, direction, and management of national defense, including the development and implementation of national defense projects and plans, handling of violations, settlement of complaints and denunciations, and reporting on national defense work.
21. Government Cipher Committee: Inspect the implementation of laws related to the organization of ciphers, the use of codes to protect non-state secret information, and the management of digital signatures and official digital signature certificates, to ensure compliance with legal regulations.
22. Vietnam Social Security: Inspecting employers for not registering for social insurance, low social insurance salary but high income, late payment of social insurance, unemployment insurance, health insurance for more than 3 months, and businesses
