INSTRUCTIONS FOR REGISTERING AN ELECTRONIC IDENTIFICATION ACCOUNT FOR FOREIGNERS
I. What is an Electronic Identification Account for Foreigners?
An electronic identification account is a set of credentials, including a username, password, or other authentication methods, created by the authority managing electronic identification and authentication. It is used to access and utilize features, utilities, and applications of the electronic identification and authentication system, as well as connected and shared information systems, in accordance with the law.
According to Article 9 of Decree No. 69/2024/ND-CP, electronic identification accounts for foreigners are categorized into two levels:
1. Level 01 Electronic Identification Account
Used to access, retrieve, and utilize information about electronic identity and certain features, utilities, and applications of the electronic identification and authentication system, as well as connected and shared information systems, according to the law.
2. Level 02 Electronic Identification Account
Used by foreigners or organizations to access, retrieve, and utilize electronic identity information and other data shared, integrated, and updated from the national database, specialized databases, as well as the full range of features, utilities, and applications of the electronic identification and authentication system, as well as connected and shared information systems, according to the law.
II. How to Register an Electronic Identification Account for Foreigners?
According to Article 11 of Decree No. 69/2024/ND-CP, foreigners must follow these steps to register for an electronic identification account:
1. Issuing a Level 01 Electronic Identification Account
The foreigner uses a digital device to download and install the National Identification Application.
The foreigner uses the National Identification Application to input information such as passport number or international travel document number and email address or mobile phone number registered with the telecommunications provider (if available). They must then fill in additional information as guided by the National Identification Application, capture a facial photo using a digital device, and submit the request for an electronic identification account to the electronic identification and authentication authority via the National Identification Application.
The electronic identification and authentication authority will notify the registration results through the National Identification Application, mobile phone number, or email address.
A legal representative or guardian uses their own mobile phone number and Level 02 electronic identification account to register a Level 01 electronic identification account for foreigners under 14 years old, persons under guardianship, or representation via the National Identification Application.
2. Issuing a Level 02 Electronic Identification Account
The foreigner goes to the immigration management authority under the Ministry of Public Security or provincial-level police, presents their passport or international travel document, and completes the procedure for obtaining a Level 02 electronic identification account.
The foreigner provides full and accurate information on the application form for the electronic identification account request (Form TK01), including details such as their registered mobile phone number, email address (if available), and any other information to be integrated into the National Identification Application for the receiving staff.
The receiving staff enters the foreigner’s information into the electronic identification and authentication system, captures the foreigner’s facial image and fingerprints for verification with the national immigration database.
The immigration management authority sends a request to issue the electronic identification account to the electronic identification and authentication authority.
The electronic identification and authentication authority will notify the registration results through the National Identification Application, mobile phone number, or email address.
Foreigners under 14 years old, persons under guardianship, or representation, along with their representative or guardian, must go to the immigration management authority under the Ministry of Public Security or provincial-level police to complete the procedure for obtaining a Level 02 electronic identification account.
III. Time Limit for Processing the Issuance of Electronic Identification Accounts for Foreigners
According to Article 13 of Decree No. 69/2024/ND-CP, the time limits for processing the issuance of electronic identification accounts for foreigners are as follows:
- No more than 1 working day for issuing a Level 01 electronic identification account.
- No more than 3 working days for issuing a Level 02 electronic identification account if the foreigner’s facial image and fingerprints are already in the national immigration database.
- No more than 7 working days for issuing a Level 02 electronic identification account if the foreigner’s facial image and fingerprints are not yet in the national immigration database.
