II. From 26 September 2026, VNeID may be used to verify the recognition results of foreign degrees

Pursuant to Clause 1, Article 6 of Circular No. 65/2026/TT-BGDĐT, the recognition result of a foreign degree shall be stated in the Certificate of Degree Recognition. The Certificate of Degree Recognition may be issued in paper, electronic, or digital form, all of which have equal legal validity.

Accordingly, Clause 2, Article 6 of Circular No. 65/2026/TT-BGDĐT provides that the degree recognition result shall be updated in the database on degree recognition. Information retrieved from the database or displayed on the VNeID Application shall serve as verification in lieu of written verification by the competent authority responsible for recognizing the degree.

At the same time, the database on degree recognition will be connected to the VNeID Application according to the prescribed implementation roadmap.

This constitutes a new development compared with the previous regulations under Circular No. 13/2021/TT-BGDĐT, as amended and supplemented by Circular No. 07/2024/TT-BGDĐT. Under the previous regulations, the degree recognition result was stated in the Certificate of Degree Recognition in the prescribed form. There were no provisions regarding the updating of recognition results in a database, the connection of such a database with the VNeID Application, or the verification value of information displayed on VNeID in lieu of written verification.

In addition, where a degree does not satisfy the conditions for recognition as prescribed by law, or where the prescribed time limit for degree recognition has expired without sufficient grounds to verify the relevant information for the purpose of recognizing the degree, the competent authority responsible for degree recognition shall provide a written response clearly stating the reasons therefor.

III. Conclusion

From 26 September 2026, Circular No. 65/2026/TT-BGDĐT will introduce an additional method for verifying the recognition results of foreign degrees through the database on degree recognition and the VNeID Application. This is expected to simplify the process of searching, verifying, and using degrees awarded by foreign educational institutions.

To proactively facilitate the completion of the relevant procedures, holders of foreign degrees should verify information concerning the educational institution and training program, and register for and activate a Level 2 VNeID account to facilitate the connection and retrieval of information once the system is implemented according to the prescribed roadmap.

In addition, individuals seeking recognition of foreign degrees should, where possible, prioritize completing the procedures online through the Public Service Portal, monitor the status of their applications, and retain all relevant documents and degree recognition results for use in connection with education, employment, or other relevant administrative procedures.
