II. 10 fees, charges subject to exemptions or reductions for level-2 VNeID account holders

Pursuant to Article 1 of Circular No. 117/2026/TT-BTC, from August 15, 2026 to February 28, 2027, Vietnamese citizens who have a Level-2 electronic identification account and satisfy the conditions prescribed in Clause 1, Article 5 of Resolution No. 66.22/2026/NQ-CP are entitled to exemptions or reductions on certain fees and charges in accordance with Resolution No. 66.22/2026/NQ-CP, including:

• Registration fee: A 10% reduction applies to transferred houses and land when registering ownership or land-use rights; a 50% reduction applies to passenger cars with a capacity of up to 9 seats when the registration fee is paid for the second time or thereafter; motorcycles subject to the registration fee for the second time or thereafter are eligible for a 100% reduction. This policy applies only once per type of asset for each citizen in a year, and the reduction may not exceed five times the statutory base salary applicable at the time of declaration. 
• Fee for accessing and using information from the civil status database: Exempted within the scope prescribed by the Circular.
• Residence registration fee: Exempted in cases eligible for the preferential policy.
• Fee for issuance, replacement, or reissuance of an identity card: Exempted.
• Fee for providing judicial record information: Exempted.
• Fee for issuing diplomas and certificates in cases of replacement or reissuance of a driving licence: Exempted within the prescribed scope.
• Fee for vehicle registration and issuance of licence plates: Exempted in certain cases involving the replacement of registration certificates and licence plates for motor vehicles, or the issuance of temporary registration certificates and licence plates.
• Fee for issuance of passports, travel documents, and exit permits: Exempted in certain prescribed cases.
• Fee for registration of secured transactions and provision of information on secured transactions: Reduced by 50% for cases within the applicable scope.
• Fee for appraisal and approval of fire prevention and firefighting designs: Reduced by 50%; the fee after applying the policy must still comply with the prescribed fee framework under the relevant specialized regulations.

III. Duration of the Preferential Policy

It is important to note that this policy is not applicable indefinitely. Under Circular No. 117/2026/TT-BTC, the exemption and reduction of the aforementioned fees and charges will apply from August 15, 2026 through February 28, 2027.

Therefore, citizens planning to carry out procedures covered by the preferential policy should proactively check their eligibility and complete their information on VNeID as early as possible. Delays may not only result in the procedures failing to qualify for the preferential treatment within the desired period but may also reduce the opportunity to fully benefit from the policy during its prescribed validity period.
