II. Fee exemptions and reductions for administrative procedures for individuals with level 2 VNeID from August 15, 2026 

Pursuant to Article 1 of Circular No. 117/2026/TT-BTC, from August 15, 2026, until the end of February 28, 2027, Vietnamese citizens who hold a Level 2 electronic identity account and have successfully integrated 05 basic types of information and documents on the VNeID application shall be eligible for exemptions or reductions of certain fees and charges in accordance with Resolution No. 66.22/2026/NQ-CP.

According to Section 8, Article 1 of Circular No. 117, fee exemptions for the issuance of passports, travel documents, and exit permits specified in Section I of the Schedule of Fees and Charges for Entry, Exit, Transit, and Residence in Vietnam (issued tracking with Circular No. 28/2026/TT-BTC, as amended and supplemented by Circular No. 81/2026/TT-BTC) shall apply to the following cases:

• Domestic issuance of ordinary passports.
• Issuance of Vietnam – Laos border travel documents to Vietnamese citizens permanently residing in provinces sharing a border with Laos.
• Issuance of Vietnam – Cambodia border travel documents to officials, public servants, public employees, and workers.
• Issuance of border area entry and exit travel documents to officials and public servants working at state agencies headquartered in commune-level administrative units within Vietnamese provinces bordering the Vietnam – China border.
• Issuance of border area entry and exit travel documents to Vietnamese citizens permanently residing in commune-level administrative units bordering the Vietnam – China border.
• New issuance and re-issuance of ABTCs (APEC Business Travel Cards).

III. Conditions for passport fee exemption

Pursuant to Resolution No. 66.22/2026/NQ-CP, the preferential policy is not automatically applied to all citizens applying for passports from August 15, 2026. To qualify for the preferential rates, citizens must first possess a Level 2 electronic identity account.

Concurrently, citizens must successfully complete the integration of 05 basic types of information and documents on VNeID, including: birth certificate; bank card information, payment account, e-wallet, or mobile money account; social security account information; mobile subscription number information; and electronic health record.

Particularly for passport procedures, citizens must also satisfy the requirements regarding the integration of passport information on VNeID and perform comprehensive online public services (full-process online public services) as regulated.

Upon fulfilling all these conditions, citizens who perform passport issuance procedures listed under Appendix II of the Resolution may be eligible for a preferential fee rate of VND 0.

IV. Specific fees and charges subject to exemption and reduction under Circular No. 117/2026/TT-BTC

1. Registration Fee Reductions

According to the Circular, registration fees are reduced as follows:

• A 10% reduction in registration fees for transferred houses and land upon ownership or land-use rights registration.
• A 50% reduction in registration fees for passenger cars with 9 seats or fewer, applicable from the second registration onward.
• A 100% reduction (exemption) in registration fees for the registration of motorcycle ownership from the second registration onward.

2. Exemptions from administrative fees and charges

In addition to registration fees, the Circular stipulates exemptions for the following fees and charges:

• Exemption from fees for exploiting and using information in the electronic civil status database.
• Exemption from charges for residency registration.
• Exemption from charges for the replacement or re-issuance of identity cards.
• Exemption from fees for the provision of judicial record information.
• Exemption from charges for the issuance of licenses and certificates in cases of replacement or re-issuance of national and international driving licenses.
• Exemption from charges for vehicle registration and license plate issuance in certain cases of replacing motor vehicle registration certificates or license plates, and temporary registration and license plate issuance.

3. Fee exemptions in the field of exit and entry

In the field of exit and entry, the Circular exempts fees for certain cases:

• Domestic issuance of ordinary passports.
• Issuance of various types of Vietnam – Laos, Vietnam – Cambodia border travel documents, and Vietnam – China border area travel documents.
• New issuance and re-issuance of ABTCs (APEC Business Travel Cards).

4. 50% Reduction in secured transaction fees and fire prevention and fighting assessment fees

Eligible citizens are also granted a 50% reduction in fees for secured transaction registration and fees for providing secured transaction information regarding certain types of assets.

The fee for fire prevention and fighting design approval assessment is also reduced by 50%, with a minimum fee of VND 250,000 per project and a maximum fee of VND 75 million per project.
