FROM 8 JUNE 2026, ELECTRONIC VEHICLE REGISTRATION CERTIFICATES MAY BE RECEIVED VIA THE VNeID AND VNeTraffic APPLICATIONS

As from 8 June 2026, individuals may receive Vehicle Registration Certificates in electronic form through the VNeID and VNeTraffic applications in accordance with the new regulations issued by the Ministry of Public Security. This regulation contributes to advancing digital transformation in the field of public administration by facilitating the completion of administrative procedures, reducing the time and costs associated with travel, and enhancing the efficiency of the management, storage, and use of vehicle-related information.

I. Legal basis

  • Circular No. 37/2026 of the Ministry of Public Security amending and supplementing a number of provisions of circulars governing vehicle registration and inspection
  • Circular No. 79/2024/TT-BCA

II. From 8 June 2026, electronic vehicle registration certificate data shall be integrated into the VNeID and VNeTraffic applications

Pursuant to Clause 6, Article 3 of Circular No. 79/2024/TT-BCA, as amended by Article 1 of Circular No. 37/2026/TT-BCA, the provisions are as follows:

  • The receipt of vehicle registration results shall be carried out through the Public Service Portal, via postal services, or by direct collection at the vehicle registration authority, depending on the vehicle owner’s preference.
  • The electronic data of the Vehicle Registration Certificate shall be integrated into the national digital identification application and the traffic application for citizens on digital devices, which are managed and operated by the Ministry of Public Security (VNeTraffic).

Accordingly, from 8 June 2026, the electronic data of Vehicle Registration Certificates will be integrated into the national electronic identification application (VNeID) and the VNeTraffic application, both managed by the Ministry of Public Security, in order to facilitate citizens’ access to, use of, and presentation of vehicle registration information whenever required.

III. Time limit for the issuance of Vehicle Registration Certificates

Pursuant to Clause 1, Article 7 of Circular No. 79/2024/TT-BCA, the time limits for processing vehicle registration procedures are prescribed as follows:

1.Issuance of Vehicle Registration Certificates

  • Issuance of a new Vehicle Registration Certificate, issuance of a Vehicle Registration Certificate in the event of a change of vehicle ownership, and replacement of a Vehicle Registration Certificate: no more than 02 working days from the date of receipt of a complete and valid application dossier.
  • Reissuance of a Vehicle Registration Certificate: no more than 02 working days from the date of receipt of a complete and valid application dossier; the reissued Vehicle Registration Certificate must clearly indicate that it is a reissued certificate.

2. Issuance of Vehicle License Plates

  • Issuance of a new vehicle license plate: immediately upon receipt of a complete and valid application dossier;
  • Issuance of a new auction-winning vehicle license plate, replacement of a vehicle license plate, and issuance of a personalized vehicle license plate: no more than 07 working days from the date of receipt of a complete and valid application dossier;
  • Reissuance of a vehicle license plate: no more than 07 working days from the date of receipt of a complete and valid application dossier.

3. Issuance of a Certificate of Revocation of the Vehicle Registration Certificate and License Plates

  • In the case of fully online public services, the processing time shall not exceed 08 working hours from the time a complete and valid application dossier is received.
  • In cases where the procedure is carried out through partially online public services or directly at the vehicle registration authority, the processing time shall not exceed 02 working days from the date of receipt of a complete and valid application dossier.
  • Issuance of a Certificate of Revocation of the Vehicle Registration Certificate and License Plates in cases where such certificate and license plates have been lost: no more than 02 working days from the date of receipt of a complete and valid application dossier;
  • Issuance of a copy of the Certificate of Revocation of the Vehicle Registration Certificate and License Plates: no more than 02 working days from the date of receipt of a complete and valid application dossier.

IV. Conclusion

From 8 June 2026, citizens will have an additional option to receive vehicle registration results in electronic form through the national digital identification application (VNeID) and the VNeTraffic application, both managed and operated by the Ministry of Public Security. This represents an important step forward in the digital transformation of administrative procedures, contributing to enhanced state management efficiency, reducing reliance on traditional paper-based documentation, and facilitating citizens’ completion of procedures relating to motor vehicles and transportation.

Under the current regulations, vehicle owners may choose to receive the results of vehicle registration procedures through the Public Service Portal, via postal services, or by direct collection at the vehicle registration authority. In addition, the electronic data of the Vehicle Registration Certificate will be integrated into the VNeID and VNeTraffic applications, enabling citizens to conveniently access, store, and use such information whenever necessary.

Upon completion of the vehicle registration procedure and issuance of the Vehicle Registration Certificate, the vehicle owner may use the electronic information displayed on the aforementioned applications for presentation to competent authorities during traffic inspection and control activities. The digitization of vehicle registration data not only helps save time and travel-related costs but also contributes to the development of a modern, transparent, and more citizen-friendly administrative system.

In addition, citizens should take note of the time limits for processing vehicle registration procedures as prescribed under Circular No. 79/2024/TT-BCA in order to proactively plan and complete the relevant formalities. In particular, the issuance, replacement, or reissuance of a Vehicle Registration Certificate is generally required to be completed within no more than 02 working days from the date on which a complete and valid application dossier is received. The issuance of vehicle license plates and related procedures shall be carried out within the time limits applicable to each specific case in accordance with the provisions of law.
