FROM JANUARY 1, 2026: MANDATORY IMPLEMENTATION OF “DIGITAL PRODUCT PASSPORTS” (DPP) AND PUBLIC DISCLOSURE OF TRACEABILITY INFORMATION FOR ONLINE SALES – FINES OF UP TO VND 200 MILLION FOR NON-COMPLIANCE
“Digital Product Passports” will ensure that goods consumed in the domestic market meet standards equivalent to those applicable to exports. Whereas previously individuals and household businesses could freely list products on e-commerce platforms without verification, from 2026 onward, all goods must be accompanied by clearly certified standards that are subject to verification and traceability.

II. From 2026, 100% of online sales, e-commerce platforms, and supermarkets are required to display “Digital Product Passports.”
The Law amending and supplementing a number of articles of the Law on Product and Goods Quality, effective from January 1, 2026, introduces additional provisions on traceability and “Digital Product Passports” (DPP), requiring the public disclosure of product information for goods traded on digital platforms.
According to the roadmap for the 2026–2028 period, 100% of e-commerce platforms and supermarkets are required to display “Digital Product Passports” (DPP) or QR codes; market surveillance authorities will conduct inspections entirely through digital platforms. A national traceability portal will also be established. To facilitate implementation, the Department of Domestic Market Management and Development has proposed the completion of institutional and data standards; the development of digital infrastructure and a national traceability platform; and a risk-based management approach, with mandatory application for high-risk product groups. Equipping market surveillance authorities with real-time verification applications, integrating databases on violations, and enabling inter-agency alert sharing; promoting communication through the program “Scan to Know – Buy Authentic Products”; and supporting the digitalization of the One Commune One Product (OCOP) Program, cooperatives, and household businesses. In parallel, the Department of Domestic Market Management and Development will implement eight key tasks, notably including inter-ministerial data coordination; standardization of digital operations for market surveillance; and the conclusion of agreements with e-commerce platforms and retail chains to mandate the display of DPP/QR codes.

III. Digital Product Passports and electronic labeling of goods as of January 23, 2026
Pursuant to Article 32 of Decree No. 37/2026/ND-CP, Digital Product Passports and electronic labeling of goods are regulated as follows:
- Minimum contents of a Digital Product Passport
- Product name and Global Trade Item Number (GTIN);
- Name, address, and identification number of the organization or individual manufacturing, importing, or trading the product or goods;
- Information on the origin of the product or the place where the final processing stage to complete the goods is carried out;
- Information on the traceability of the product and goods;
- Certificates of conformity with standards and technical regulations, and quality certifications (if any);
- Date of manufacture and expiry date (if any);
- Safety warnings (if any);
- Other information serving the management of product and goods quality as required by competent state authorities.
- Requirements for Digital Product Passports
- Established in the form of electronic data, with each product assigned a unique identifier;
- Declared information must be accurate, complete, and promptly updated;
- Ensuring accessibility and connectivity of traceability databases with the National Product and Goods Traceability Information Portal.
- Organizations and individuals engaged in production and business activities have the right to decide on the use of electronic labeling for goods.
The electronic labeling of goods shall be carried out in accordance with the provisions set forth in Chapter IV of Decree No. 37/2026/ND-CP.
- Organizations and individuals engaged in production and business activities may use Digital Product Passports as a substitute for electronic labels, provided that such Digital Product Passports contain all mandatory labeling information required for electronic labels in accordance with Decree No. 37/2026/ND-CP.
IV. Conclusion
Whereas previously e-commerce platforms allowed individuals and household businesses to freely list products without verification, from 2026 onward, all goods must be accompanied by clearly certified standards that are subject to inspection and traceability. This amendment not only marks a significant shift in legislative approach—from administrative control to risk-based governance, from encouragement to enforcement, and from ex-ante control to ex-post supervision—but also contributes to reducing compliance costs, enhancing national competitiveness, and fostering a healthy, transparent, and sustainable commercial environment in the digital era.
