ESTABLISHMENT OF FOREIGN LANGUAGE CENTER
Currently, the demand for learning foreign languages of Vietnamese people is very large, especially more and more foreign companies such as Korea, Japan, China, Singapore,…. invest in Vietnam. I. INVESTMENT CAPITAL:
- At least VND 20 million / trainee (excluding land use costs).
- For the foreign-invested educational establishments which do not build new facilities but sublease them or contribute capital with existing facilities to the enterprises to deploy their operation, the minimum investment is must reach 70% of the above level.
II. INFRASTRUCTURE
- Having a contingent of managerial staff, teachers and employees who meet the prescribed standards, meeting the operation requirements of the center.
- Having facilities, equipment, programs, teaching materials, appropriate funding sources, ensuring the quality of education according to the construction plan, development and operation scale of the center.
III. TEACHERS TEAM
- Teachers must have at least a college degree or equivalent and a training profession relevant to the professional area they are assigned to teach;
- The maximum student/teacher ratio is 25 students/teacher.
IV. PROCEDURES AND PROCEDURES FOR ESTABLISHING FOREIGN LANGUAGE CENTER WITH FOREIGN INVESTMENT CAPITAL
Step 1: Investment Registration Certificate (IRC)
A dossier of application for an investment registration certificate comprises:

| 2 | Investors are individuals: Copy of identity card, identity card or passport; For institutional investors: Copy of Establishment Certificate or other equivalent documents certifying legal status; |

| 5 | Proposal of land use demand; In case the project does not request the State to allocate, lease land, or permit the change of land use purpose, then submit a copy of the venue leasing agreement or other documents certifying that the investor has the right to use the location for realization. present investment projects; |
| 6 | Explanation on technology use for projects using technology on the list of transfer restriction. |

Step 2: Apply for business registration certificate (ERC)
A dossier of application for an enterprise registration certificate comprises (for limited liability companies)
| 1 | Application form for enterprise registration; |
| 2 | Members list; |
| 3 | Charter; |
| 4 | Valid copy of one of the valid personal identification documents: For investors being individuals: Citizenship identification card or identity card or passport; For institutional investors: Establishment decision or enterprise registration certificate or other equivalent document; Power of attorney from the owner to the legal representative; Citizenship card or ID card or Passport of the legal representative |

Step 3: Apply for establishment of an educational institution
An application for licensing the establishment of an educational institution includes:
| 1 | Proposal for setting up foreign language and informatics centers; |
| 2 | The proposal for establishment of a foreign language and information technology center includes the following names: center, central location, necessity and legal basis for establishing the center; objectives and tasks of the center; curriculum, training scale; facilities of the center; organizational structure of the center, curriculum vitae of the person expected to be the director of the center; |
| 3 | Draft regulations on organization of operations of foreign language and information technology centers |
| 4 | Power of attorney |

Step 4: Apply for educational institutions
Profile include:
| 1 | Statement of the license for educational operations; |
| 2 | A copy issued from the original book, a certified copy from the original or a copy enclosed with the original for comparison with the decision on establishment of the center granted by a competent person; |
| 3 | Rules of the educational activities of the center; |
| 4 | Reports on facilities, equipment, programs, teaching materials; management staff, teachers; documents proving the lawful right to use land and house; funding to ensure the operation of the center. |
