– Law on Bidding

 

A contractor is an organization, individual or a combination of organizations or between individuals in the form of joint ventures on the basic of a joint venture agreement, participate in the bidding, and directly signing and executing contracts if selected.

Law of Investment stipulates the methods for selecting contractors and the following applies in each case:

  1. One-stage, one-envelope method:

– Open bidding, limited bidding for supply packages non-consulting services, goods procurement, construction and installation, mixed services;

– Competitive offers for bidding packages for providing non-consulting services, procurement of goods, construction, supply of goods, and construction;

– Appointing contractors for bidding packages providing consulting services, non-consulting services, procurement of goods, construction, and mixed bidding;

– Direct procurement for goods procurement packages.

  1. One-stage two-envelope method:

– Open bidding, limited bidding for bidding packages to provide consulting services;

– Open bidding, limited bidding for bidding packages for providing non-consulting services, procurement of goods, construction and installation, and mixtures requiring high technology according to the provisions of law on science and technology.

  1. Two-stage, one-envelope method:

Open bidding, limited bidding for procurement packages of goods, construction and installation, mixed items where specific technical requirements have not been accurately determined, complete for the bidding package at the time of bidding.

  1. Two-phase two-envelope method:

Open bidding, limited bidding for procurement packages of goods, construction and installation, mixed with new, complex and specific techniques and technologies that the specific and complete technical requirements for the bidding package have not been accurately determined at the time of organizing the bidding.
