INSTRUCTIONS FOR REGISTERING AN ELECTRONIC IDENTIFICATION ACCOUNT FOR FOREIGNERS

What is an electronic identification account for foreigners?

Identification number for foreigners is a unique numerical string generated by the electronic identification and authentication system to manage an eID of a foreign individual. According to Article 13 of Decree No.  59/2022/ND-CP, identification accounts for foreigners have 02 levels:

– Level 1 electronic identification account: Proving personal information in activities and transactions, translation required to provide personal information.

– Level 2 electronic identification account: Having the same value as a passport or international travel document, providing information available in documents that have been synchronized into the electronic identification account for use to compare when transactions require presentation of documents.  

How to register an identification account for foreigners?

According to Article 15 of Decree No. 59/2022/ND-CP, to register an electronic identification account, foreigners need to do the following:

  1. Register for a level 1 electronic identification account:

– Use a mobile device to install the VNeID application.

– Enter information about passport number or valid international travel documents and email address or phone number (if any); Provide information according to instructions on the application; Take a portrait photo and submit a request for an electronic identification account.

– The management agency notifies the registration results via VNeID application, SMS or email.

  1. Register for a level 2 electronic identification account:

– Contact the immigration management agency under the Ministry of Public Security or Provincial Police to complete registration procedures, present your Passport or valid international travel documents, Provide email address or phone number information (if available) and request additional information to be integrated into the account.

– Take portrait photos, collect fingerprints.

– The immigration management agency sends a request for an electronic identification account to the electronic identification and authentication management agency.

– The electronic identification and authentication management agency notifies account registration results via VNeID application, SMS or email.

Duration for granting electronic identification accounts to foreigners

According to Article 17 of Decree No. 59/2022/ND-CP, duration for granting electronic identification accounts to foreigners is as follows:

– No more than 01 day working days when granting a level 1 electronic identification account;

– No more than 03 working days after granting a level 2 electronic identification account if the applicant’s portrait photo and fingerprint is available in the national entry/exit database;

– No more than 07 working days when issuing a level 2 electronic identification account if the applicant’s portrait photo and fingerprint is available in the national entry/exit database.
